National Expert Conference Healthy hospitals, which took place today (9 April 2026) under the auspices of the Minister of Health of the Slovak Republic Kamil Šaška, were also supported by the participation of three top constitutional officials - the President of the Slovak Republic Peter Pellegrini, the President of the National Council of the Slovak Republic Richard Rashi and the Prime Minister of the Slovak Republic Robert Fico. For the first time, the whole sector has historically been joined by members of the Slovak Government, the Committee for Health, Hospital Directors, Health Insurance and Institution in the sector.
–Today, we have opened a chapter of cooperation, because I believe we have a common objective that we want to fulfil with common forces. This will be the success of the whole sector and the future of patient health care, which has been discussed for years without any relevant data"Kamil Šaško, Minister for Health, said.
Based on the results of the audits of selected state hospitals, 8 concrete steps for healthy state hospitals were clearly formulated.
1. Central public procurement of medicinal products based on central storage of medicinal products
- central provision of stocks of medicinal products
- transparent framework contracts with drug suppliers;
- which are automatically activated when the status of the stocks of medicinal products has decreased.
We will follow a dual approach:
- for large hospitals, access 1 hospital = 1 framework contract
- For smaller hospitals, access by several hospitals = 1 framework contract
2. Framework contracts for the procurement of major types of medical equipment
- prepare and compete a series of framework contracts for procurement of selected medical equipment with the greatest impact on the volume of capital expenditure spent each year
- we apply the approach that every level of hospital needs a precisely specified level of medical technology to be able to provide health care
- the terms of the tender, the content of the framework contracts and the specifications of the medical engineering levels will be the subject of an assessment by the Value Unit for Money
3. Introduction of electronic attendance records
- introduce mandatory electronic attendance records in all state hospitals
- the impossibility of making changes to attendance records without adequate indication of the change and adequate justification for the change.
4. Investment management through cost-benefit analysis
- Each investment must have a proven return or medical benefit, demonstrated by a standardised cost-benefit analysis.
5. Optimising the use of resources in hospitals
- Optimisation of the berth fund A plan for introducing flexible beds and optimising the total number of beds.
- Optimising the use of operating rooms - the introduction of central planning of operational programmes in order to increase the load factor of the halls by at least 20% compared to the current situation.
- Optimising the use of imaging equipment A plan to increase the recapability of imaging performance equipment by using the number of turns per working day and device.
6. Centralised price map and centralized purchases of special medical material
- Central purchases of special medical material under framework contracts for major types of materials using the central price register of special medical material.
–8 steps for healthy state hospitals also consist of setting up a recovery plan and a controlled administration. However, these are steps that should not be taken or will only occur when the director and the hospital management do not respect the principles of sound hospital management. These steps will also ensure basic fulfilment of hospital obligations, including pay, in the most crisis situation. These steps will be preceded by a number of control moments, which will alert the hospital's management to the situation before the breakpoint. This includes, in particular, warning of non-compliance with measurable indicators, output shortfalls or over-exploitation of prescribed expenditure.," added Minister Shaško.
7. Recovery plan for each hospital with a loss for the marketing year
- Any hospital that loses a loss in a marketing year shall submit a recovery plan with specific milestones and with a monthly deduction obligation against the management of the MISC. The recovery plan shall consist in particular of the following main mandatory elements:
- Hearing of the hospital director at the NRSR Health Committee The director of any state hospital that has lost a loss in the marketing year will be obliged to be heard publicly by the health committee of NR SR, explaining the reasons for the loss and presenting corrective measures (i.e. recovery plan).
- Mandatory performance measurable indicators per unit - a set of key indicators (number of performances, average hospital time, readmission, complications, waiting periods) at the level of each hospital department with a link to the variable wage component.
8. Forced administration of a state hospital
- Any public hospital that loses another marketing year, despite the implementation of the recovery plan, will go to the so-called forced administration of the CSF, which means in particular:
- removal of the director of the state hospital and of all management and establishment of the crisis manager; and
- the treatment of the crisis recovery plan by the crisis manager, who shall approve the management of the CSF.
