Stabilisation contribution

On 27 February 2026, the Law, which includes the regulation of the stabilisation allowance for nurses and midwives, was published in the Journal of Laws under No. 30/2026 Coll. and is available on the following link: https://www.slov-lex.sk/e-bugs/legal-regulations/EN/ZZ/2026/30/explicit enforcement.

The stabilisation allowance shall be linked to the nurse's post and to the midwife's post with institutional health care providers operating a medical facility pursuant to Paragraph 7 (4) (a). (a) to (f) of Law No 578/2004 Z. z. (hereinafter referred to as "the Provider').
They are therefore providers operating

  1. Hospital
    1. general,
    2. specialised,
  2. treatment room,
  3. hospice
  4. nursing home,
  5. natural therapeutic baths; or
  6. the spa.

Provider provides stabilisation contribution of EUR 375 per month after deduction of the advance on personal income tax per each post of nurse and midwifewhich is:

Stabilisation contribution granted during the period From 1 March 2026 to 31 October 2026 on payment dates April 2026 to November 2026 and serves for Stabilisation of the occupation for 5 years, i.e. until 28 February 2031.

The provider shall ensure that the post for which the stabilisation allowance has been granted is a continuously occupied full-time work for a period of five years.
If the supplier fails to comply with the obligation to have such a post permanently filled by 28 February 2031, he shall be liable to the sector evaluated annually and taken into account in the implementing legislation issued pursuant to Paragraph 15 (8) of Law No 581/2004. Z. z. z.

The stabilisation allowance paid to a nurse or midwife by the provider will not be the basis for the employee's payment of social insurance premiums nor will it be considered as income from gainful employment for the purpose of paying the health benefit, i.e. from the stabilisation allowance paid to nurses and midwives under the conditions specified in the Special Act (Article 102be of Law No 578/2004) (a) health insurance or social insurance is not paid for either the employee or the employer.

The long-term shortage of nurses and midwives in institutional healthcare providers poses a systemic risk to the availability and quality of healthcare in the Slovak Republic. One of the tools to address this situation is the stabilisation contribution financed by public health insurance. The purpose of the stabilisation allowance is to support the long-term stabilisation of the occupancy of nurses' and midwives' jobs with institutional healthcare providers. Following this objective, the conditions which the nurse and midwife must fulfil in order to be able to receive a stabilisation allowance of up to EUR 3 000 from the competent institutional healthcare provider shall be adjusted. This allowance will be paid to nurses and midwives during 2026, on a monthly basis, so that the first part of the stabilisation allowance will be paid to the nurse or midwife in April 2026 to pay for the working month of March and the last part will be paid in November 2026 for the month of October. On the one hand, the provision of the allowance from the perspective of the provider of institutional health care gives rise to a claim and, on the other hand, a commitment to the sector to ensure that the number of jobs occupied by nurses and midwives, which each institutional care provider is obliged to report to the Ministry of Health of the Slovak Republic, will not decrease, but will either remain or increase, from the date on which this law enters into force by 28 February 2031 inclusive. In order to carry out ongoing verification that all providers of institutional healthcare fulfil this commitment to the sector, they are obliged to notify the current number of posts occupied by nurses or midwives of the Ministry of Health of the Slovak Republic, which will then notify these numbers to individual health insurance companies. If the Ministry of Health of the Slovak Republic finds that the obligation of institutional healthcare providers to the sector has not been respected by comparison of these continuously announced numbers of occupied jobs, it will take this into account in the implementing regulation issued pursuant to § 15 (8) of Law No 581/2004 Z. z. i.e. in the so-called programme order.
The funds intended to cover the stabilisation allowance for nurses and midwives shall be provided by the health insurance undertaking to the institutional health care provider in monthly payments of 1/8 of the product of the total amount of the stabilisation allowance, i.e. of EUR 3 000, and the number of the competent institutional healthcare providers of the reported posts, starting in April 2026. In order to avoid any doubt and possible differences in application practice, the criteria to clearly identify the post occupied by nurses and midwives for which the stabilisation allowance will be granted shall be modified.

However, in application practice there was a need for:

The aim of this methodological instruction is to remove interpretational ambiguities and to ensure a consistent, transparent and methodologically defensible procedure for applying the stabilisation contribution in 2026.

The essence of the proposed solution is the creation of a commitment to a job. The granting of the stabilisation allowance is an obligation for the institutional care provider to ensure that the specific identified post is filled for five years, i.e. from 1 March 2026 to 28 February 2031.

This commitment:

The commitment thus designed reflects the requirements of the ESA 2010 methodology for the existence of an economically relevant commitment as a prerequisite for multiannual fiscal differentiation.

If the post for which the stabilisation allowance has been granted is not permanently occupied for the entire period, the institutional healthcare provider shall be given a commitment to the sector. The amount of the obligation is established annually from the data reported by the institutional health care provider before 5 September of the relevant calendar year, as at 31 August of the calendar year, and will be taken into account in the next calendar year in the so-called programme decree (§ 15 (8) of Law No 581/2004). Z. z.).
