Persons with disabilities have the same rights as everyone else. However, the promotion, protection and enforcement of the rights of persons with disabilities require a specific approach tailored to their needs, options; the abilities and attitudes of society towards them. The need to ensure that persons with disability special care is embedded and highlighted in various important international documents, especially in the most important document ensuring protection of the rights of persons with disabilities UN Convention on the Rights of Persons with Disabilities (hereinafter referred to as "the Convention') And his Optional Protocol.
UN Convention on the Rights of Persons with Disabilities for the Slovak Republic valid on 25 June 2010. Slovak Republic in June 2012 pursuant to Art. 35 The Convention was presented by the UN Committee on the Rights of Persons with Disabilities Initial report of the Slovak Republic on measures taken to implement the commitments resulting from the Convention and the progress made in this regard.
Order No 103 of 20 February 2013 of the Government of the Slovak Republic Agreed proposal to set up a focal point for issues implementation of the UN Convention on the Rights of Persons with Disabilities. For the main Contact Point designated by the Ministry of Labour, Social Affairs and Family Slovak Republic, namely the field of integration of persons with health Disability ( https://www.employment.gov.sk/en/family-social-aid/difficulty-health-care/contact-place-right-to-health/). At the same time, the Government of the Slovak Republic, by order C1, imposed an obligation Nominating a contact person within the department to individual ministers ensuring cooperation with the main point of contact in the implementation of activities resulting from the Convention and inter-ministerial cooperation.
In order to ensure cooperation with the main point of contact in implementation Convention activities, central government Nominated contact person within the department, who is also responsible for the collection and preparation of supporting documents in the report on legislative proposals, amendments; and progress made on the rights of persons with disabilities. Simultaneously a nominated person is a member of the interministerial working group on preparation; and updating the National Programme for the Development of Living Conditions of Persons with Disabled, as well as for the preparation of the second and third periodic reports on the implementation of the Convention.
Strengthening the capacity of the coordination mechanism was also ensured by nomination another contact person for individual resorts. Nomination of the next contact the person has been provided with the representativeness of the contact persons of the other central public authorities, as well as increasing the capacity of the coordination mechanism pursuant to Article 33 (1) Convention, including professional guarantee in preparation various documents and reports.
Since 01.06.2017 the Social and Family Policy Section has been created A new separate division called -The Department on the Implementation of the Convention UN on the rights of persons with disabilities, as the main contact point.
