The HR is a project of the European Union and six Eastern countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine). The HR was officially launched at a joint summit of EU 27 leaders and 6 Eastern partners on 5 May 2009 in Prague. So far, relations in the east have only been conducted bilaterally (EU -partner country). Therefore, the main added value of the CoC is the creation of a multilateral format for cooperation.
To this end, the European Commission has committed EUR 600 million for the period 2010-2013. The flow of funds should be launched from 2010 onwards, with full implementation expected to start in 2011.
The Health Department offered cooperation to the Eastern Partners within the HR, through the training of health professionals and the offer of traineeships.
