The meeting took place at the initiative of a representative of a group of organisations with physical Disabled in the Committee for Persons with Disabilities of the Council of the Government of the Slovak Republic human rights, national minorities and gender equality Mgr. Tibor K mouse.

The meeting included:

  • issue of reimbursement of medical devices on the basis of public health insurance
  • improved cooperation between representatives of ZŤP and MZ SR.

The meeting was opened by the Director General of the Department of Pharmacy and Drug Policy MUDr. Adam Hlôška, who welcomed and introduced the participants and outlined the content discussion of the meeting.

For citizens with disabilities:

Mgr. Tibor He informed the people's organisations about the various suggestions they had made. physical disabilities related to selected subgroups of mechanical and electric trolleys, sub-assemblies of mechanical and electric trolleys, and subgroups of adjustable beds. Representatives of physical organisations have challenged the difficult availability of medical devices in certain subgroups as well as the availability of combinations when approving their expenditure.

For the Expert Working Party:

MUDr. Jozef Hudec PhD. stressed medical criteria in the categorization process medical devices. Table is also part of the categorisation list standards for trolleys and strollers which strictly define the criteria which must be meet each device in a subset.

For Health insurance companies:

Dr. Beata Havelková MPH explained the need for proper indication medical devices for specialists and follow-up mechanisms medical review physician.

For citizens with disabilities:

Mr Andrea Madun pointed out a condition where an inappropriate wheelchair could cause more medical difficulties and prescribed trucks do not always meet the needs of the user. At various presentation events there is the possibility of testing the trolley before buying and persons with disabilities would like to see the possibility of getting a trolley yourself be selected in this way.

For MZ SR:

Director General of the Department of Pharmacy and Drug Policy MUDr. Adam Hlôška stressed the need for rational management of allocated funds means and fair solutions to ensure reimbursement of medicinal products; and medical devices for all patients.

For citizens with disabilities:

Mgr. Tibor He explained the need for several types of carriages at the same time as necessary for the individual patient and are adapted requirements for individual diagnoses. For example, the use of mechanical and electrical simultaneously.

For Health insurance companies:

Mgr. Mária Štefíková MPH pointed out the existence of the possibility of providing a second wheelchair via MPSVR SR. If the insured person has the first electric or mechanical a trolley provided by a health insurance undertaking for the purchase of a second electric or the mechanical trolley is provided with a financial contribution by the competent Office of Labour, Social Affairs and the Family.

For the Expert Working Party:

MUDr. Jozef Hudec PhD. stressed that standards that are part of the rating list for trucks and strollers and the conditions for their prescription are corresponding to the requirements of the relevant diagnosis, if the device is correctly prescribed and issued with all the legal requirements.

For MZ SR:

Mgr. MVDr. Branislav Jaďu stressed the importance of compliance with the Table Standards for trolleys and strollers designed for better the availability of medical devices in individual subgroups of patients. Law No 363/2011 on the scope and conditions for reimbursement of medicinal products, medical devices and dietary food based on public health insurance allows § 88 Special cases of medical device reimbursement. Request for such a method reimbursement is given by a specialist doctor and subsequently approved by the competent health insurance company.

Conclusion:

At the next meeting of the Categorisation Commission on Medical Devices Additional standards for trucks and carriages will be discussed as well as discussed individual points of initiative of persons with disabilities on the combination electrical carts, a combination of a foldable bed and wheelchair.
