The system of emergency health services in Slovakia is facing major changes. Minister for Health Kamil Šaško presented today the intention of providing emergency health services to emergency hospitals and a universal state emergency health service system. This should form the rescue services Bratislava and Košice together with the Integrated Rescue System.
Emergency medical services will return to hospitals where they belong naturally. Pre-hospital health care and emergency incomes will be linked. The hospital will be responsible for the patient from the ambulance's arrival to his emergency treatment. This is a stable European model for the functioning of the emergency health service, proven in practice, following the model models in France, Portugal, Belgium and Spain.
The patient's management is improved, the stability of the system is enhanced and its predictability is enhanced, the position of the rescuer is firmly anchored and the role of the state is significantly strengthened. Hospitals receive resources for the functioning and development of emergency health services and their urgent income for the benefit of the patient, explained the Minister of Health Kamil Šaško.
Emergency hospitals will be assigned to emergency medical services in the natural catchment area of the hospital. Ambulances outside the natural gradient will be operated by the state system. The catchment area shall be defined according to the running time, distance and number of runs from the ZZS station. This brings health care directly to people in Slovak regions, underlined the Minister.
In the context of the emergency health service, the health department intends to present a new law on Lex specialis. Hospitals and the State system will provide ZZS in their own name, through their 100% owned entity or through a third party. The third party will only be able to be a provider with experience in running ZZS offices for at least 4 years in the last 12 years. At the same time, the Ministry plans to put in place an ongoing comprehensive system of monitoring, quality control and other statutory parameters for the provision of ZZS.

I am sure that this intention is clearly better for the patient and the system than it has been. There's political agreement in the government coalition, added the minister. The new law Lex specialis anchors the status of rescuer from both life and health and employee position. The specification of the material-technical security, the uniform marking of vehicles and other infrastructure, as well as the uniform mandatory equipment of the paramedic shall be defined. The law also defines a uniform system of remuneration.Minister zdravotníctva Kamil Šaško predstavil pripravované zmeny v systéme záchrannej zdravotnej služby
