1. Subject of the call for selection of OH

The call for selection of OH is defining criteria and requirements for the inclusion of applicants in the list of external expert evaluators for requests for assistance from the Mechanism (hereinafter referred to as the "PPM') Recovery and resilience plan (hereinafter referred to as "POO').

External expert evaluators will be included in the list of the Ministry of Health of the Slovak Republic, as an executor of the POO part, which will be created on the basis of this call for selection of OH and will assess applications for PPM in the framework of construction activities for:

Component 12: Human, modern and available mental health care
Component 13: Available and quality long-term social and health care

Applicants for inclusion in the list of external experts may submit Request for inclusion in the list of external expert evaluators (hereinafter referred to as "the application') for the examination of applications for a PPM, provided that they fulfil the formalities, requirements and criteria laid down in this call for selection of OH.

The call for selection of OH defines the criteria for fulfilling the requirements in section -3. Criteria for meeting the professional requirements of external assessors and the way they are verified. Selection of applicants for inclusion in the list of external expert evaluators.

2. APPLICATION FOR INCLUSION IN THE LIST OF EXTERNAL EXPERTS

Applicant for inclusion in the list of external expert evaluators for the assessment of applications on the PPM submit an application by e-mail1 to oh@health.gov.sk by deadline 31.10.2024 to the following extent:

  1. Request for inclusion in the list of external expert evaluators (Annex No 1 calls for selection of OH),
  2. Professional CV in the form of a Europas demonstrating education, professional experience/prax indicating the area in which he gained experience/prax and indicating the number of years during which he worked on the position (Annex No. 2 calls for selection of OH),
  3. evidence of education - a copy of the diploma showing higher education degree II of architectural/construction orientation or other relevant document,
  4. References an employer, customer or other objectively verifiable reference showing the minimum length of experience required;
  5. self-declaration (Annex No 3 calls for selection of OH):
    2. the applicant has not been involved in the preparation of any of the applications for the LPAs submitted under the calls;
    3. a knowledge of the Slovak language,
    4. the experience and/or experience required in a specific field, according to the focus of the call, referred to in section "Criteria for meeting the professional requirements of external evaluators and how to verify them',
    5. the full capacity to act;
    6. knowledge of existing strategic and programming documents in the area of the Recovery Plan and the resilience of SR - Component 12 and 13, Communication from the Commission - Technical guidance on the application of the principle of non-interference with the Regulation on Recovery and Resilience Mechanisms, Act 368/2021 Coll. on Recovery and Resilience Support Mechanism and on the amendment of certain laws, Implementation System of the Recovery and Resilience Plan,
    7. Z.z. on a mechanism to promote restoration and resilience and to amend certain laws on the part of a potential applicant or beneficiary to provide funds for a mechanism in calls in which it requests to be included in the list of expert evaluators of which it is aware at the time of submission of the application for inclusion in the position of expert evaluator,
    8. Þ on controlling work with PC,

3. CRITERIA FOR COMPLIANCE WITH EXTERNAL EXPERTS' EXPERT REQUIREMENTS AND THE METHOD OF VERIFICATION

In order to be able to assess the applications submitted, the external assessor shall meet the following criteria:

Bezúhonnosť a plná spôsobilosť na právne úkonyŽiadateľ predkladá čestné vyhlásenie (príloha č. 3 výzvy na výber OH) , následne vykonávateľ bude požadovať originál výpisu z registra trestov nie starší ako 3 mesiace/údaje potrebné na vyžiadanie výpisu z registra trestov²,3, pred uskutočnením odborného posúdenia iba raz, a to pred uzatvorením dohody o vykonaní práce/dohody o pracovnej činnosti - neplatí pre štátnych zamestnancov a zamestnancov vykonávajúcich prácu vo verejnom záujme.
Vysokoškolské vzdelanie II. stupňa architektonického/stavebného zameraniaŽiadateľ predkladá profesijný životopis (príloha č. 2 výzvy na výber OH) a kópiu dokladu o dosiahnutom vysokoškolskom vzdelaní minimálne II. stupňa (napr. diplom).
min. 5-ročná prax/skúsenosti v oblast i projekčnej činnosti alebo prípravy/realizácie pozemných stavieb a stavebných činnostíŽiadateľ preukazuje požadované odborné skúsenosti/prax, zručnosti/znalosti prostredníctvom: profesijný životopisu (príloha č. 2 výzvy na výber OH) a referencie a čestného vyhlásenia (príloha č. 3 výzvy na výber OH). Žiadateľ môže predložiť aj ďalšie prílohy podľa vlastného uváženia, napr. certifikáty, osvedčenia, absolvovanie školenia a iné doklady preukazujúce prax/skúsenosti.

Next requirements for inclusion in the list of external expert evaluators:

  1. knowledge of the Slovak language,
  2. knowledge of the existing strategic and programming documents in the area of the Recovery and Resilience Plan of the Slovak Republic, Component 12 and 13, Communication from the Commission, Technical guidance on the application of the principle of non-interference, under the Regulation on Recovery and Resilience Mechanisms, Act 368/2021 Coll. on the Recovery and Resilience Mechanism and on the amendment of certain laws, System of Implementation of the Recovery and Resilience Plan,
  3. PC control (MS Word, MS Excel), Internet,
  4. The expert evaluator must fulfil the conditions for the exclusion of conflicts of interest within the meaning of § 24 of Act No. 368/2021 Coll. on the Mechanism to Support Recovery and Resilience and on the Amendment of Certain Laws. To this end, before the start of the peer review evaluation, the expert evaluator shall be invited to sign a declaration of honour on all applications submitted for the PPM. The expert evaluator shall declare, through a solemn declaration, that he has not been involved in the preparation of any of the requests for the APM made in the context of the calls in question.

4. SELECTION OF APPLICANTS FOR INCLUSION IN THE LIST OF EXTERNAL EXPERTS

On the basis of the requests received for inclusion in the list of external assessors, the implementing body shall evaluate the fulfilment of the formalities (completeness of the application and its annexes), the criteria for meeting the professional requirements of external assessors and verify that further requirements for inclusion in the list of external assessors are met.

Applicants meeting formal requirements, criteria for the selection of external assessors and additional requirements for inclusion in the list of external assessors will be included in the list of external assessors.

The established list of external expert evaluators will serve the purpose of selecting external expert evaluators who will evaluate applications for LPAs in the context of calls in the field defined by the practice of this call.

The remuneration for the assessment of a single application for a PPM shall be set at EUR 180.

The application may be withdrawn by the applicant following a request to withdraw an application for inclusion in the list of external expert evaluators, which must be signed by the applicant and delivered by e-mail to oh@health.gov.sk .

Personal data in the Application and its annexes will be treated in accordance with Act No.18/2018 Coll. on the protection of personal data and on the amendment of certain laws.

Relevant elements for the selection of the applicant for the position of expert evaluator shall be sent by the applicant in the form of scanned documents (as attached to the e-mail) to the address oh@health.gov.sk , with a maximum email attachment size of 10 MB. If the size of the annex exceeds 10 MB, we ask the applicant to divide the annex into two or more separate emails. The subject matter of the e-mail should be mentioned as the "Department evaluator"

5. CHANGE OF THE CHALLENGE OF OH

In cases where it is necessary to change the call for selection of OH in order to optimize or its more suitable setting, the Executor is entitled to change the call for selection of OH.

1The applicant shall submit a signed application scan, a professional CV, proof of the highest level of education attained, a declaration of honour or other annexes.
2 where the necessary data are provided to request an extract from the criminal record by the applicant, the provider shall verify the integrity of the applicant through OverSi. If the applicant fails to provide such data, he shall submit an extract from the criminal record
3The applicant shall inform the executor of any change to the criminal record
