This is the first sub-phase of the classification of hospitals, which means that hospitals are included in the basic level and therefore the compulsory programmes for individual hospitals are determined. The second phase concerns supplementary programmes which a hospital may provide in addition to compulsory programmes. MZ SR will publish a list of complementary programmes by the end of March 2023. Decisions on the additional programmes of individual hospitals are preceded by an evaluation and discussion with hospitals currently under way. Supplementary programmes are approved by the Ministry of Health, the contracting of optional programmes is on the agreement of the insurance company and the hospital.

From the point of view of individual criteria in the Hospital arm. gen. L. Svoboda Svidník, a. s. today there are not all compulsory programmes II. level. In particular, there is a lack of Midwives' Program, Neonatology Program and Paediatric Immunology and Allergology Program. This means that in these programmes, neither 20% of the level II average cases in the medical services falling under the programme level are reached. Both 2019 and 2021 have been evaluated to take into account, as far as possible, time fluctuations caused by COVID.

The hospital in several programmes does not even reach the minimum limits for selected medical services. In particular, this concerns the Gynaecological Programme, the Musculoskeletal Programme, the Midwives Programme and the Neonatological Programme.

The hospital also has shortcomings in the minimum personnel requirements for the programmes. Doctors with the following specializations are missing in the hospital's portfolio: Orthopedic, gynecologist and obstetrician, gastroenterologist, neonatologist,...

As far as availability is concerned, the inclusion of the hospital arm. gen. L. Svobodu Svidník, a. s. in the network of hospitals II. level according to § 8 paragraph. 8 of Act no. 540/2021 Coll. on the classification of institutional health care is not possible, because the hospital Svidník has, after being assigned to the network of hospitals II. levels in the catchment area of less than 75 thousand insured persons, but no district in this territory has an average range of over 45 minutes. The average running time for the municipalities in the district of Svidník is 29.41 and in the district of Stropkov is 41.15, which is not more than 45 minutes as stipulated in the paragraph in question. Details on calculation:

  1. Average time-out is the weighted average of the time-out of all municipalities in the district of Svidník to the nearest hospital II. level, the time-out times of the municipalities are weighted by the number of inhabitants.
  2. As set out in Paragraph 2 (12) of the Law in question If the insured person does not have it, from his place of residence, to the nearest hospital of the appropriate level expressed by the time of commuting. For the purposes of this Act, the time taken to arrive shall be the time in minutes rounded to two decimal places corresponding to the effective availability of the place of provision of institutional care for at least 90% of the population in the catchment area of a motor vehicle at a speed that is appropriate to the type of ground communication and complies with specific regulations.–

Petition of medical staff Hospital arm. Gen. L. Svoboda Svidník, a. s. is taken with full seriousness and we are aware of the specifics of the district Svidník, also from the point of view of availability. It should be noted that it is precisely the law 540/2021 Coll. on the categorisation of institutional care that leaves hospitals I levels the greatest flexibility in the provision of care in the width and spectrum according to the needs of the region in which they operate and the ambitions of hospital management. Hospitals will be approved supplementary programmes to ensure the availability of acute health care for citizens in the district. I. level hospital and therefore the hospital in Svidník has the possibility to provide programmes from a range of 32 supplementary programmes and 18 optional programmes.

MZ SR communicates with the management of the network of the World of Health and hospital management. On 2.2.2023, a meeting of representatives of MZ SR was held with the hospital management in Svidník and representatives of the World of Health. The meeting took place at the hospital and was the subject of a discussion on the inclusion of the hospital and the discussion on supplementary medical programmes. The hospital presented to representatives of MZ SR a range of complementary level II programmes that it would like to provide, together with justification and readiness. MZ SR evaluates the additional programmes and by the end of March the hospital will be given a decision on the additional programmes as well as the hospital in Svidník.

By sending a written reply to the representative of MZ SR he considers the petition to be equipped in accordance with § 5 (6) of the Act on petition law.
