The programme order setting out the minimum total amount in euro for each type of healthcare for each health insurance undertaking for 2024 of the total amount of healthcare expenditure in the budget for each health insurance undertaking for 2024 shall be directed towards inter-ministerial commentary proceedings. In its effectiveness, health insurance companies provide health care institutions - in particular hospitals with increased funds advance or otherwise contractually agreed for the purpose of paying salaries increased from 1.1.2024. This ensures sufficient resources for their functioning and healthcare provision.
The reason for the shift of the decree, which regulates the reallocation of health funding to 2024, is the non-standard adoption of the budget until the end of last year. This resulted in a major shift in the development of implementing rules based on approved final national budget figures.
The document was discussed in the framework of the internal commentary procedure. Representatives of the Ministry of Health discussed this Implementing Regulation with health insurance companies as well as institutional health care providers and their representatives. After the inclusion of comments and approval by the Minister for Health Zuzaná Dolinková, the document goes into the inter-ministerial commentary procedure. Until the regulation is in force, health insurance companies provide health care institutions in particular with increased funds for hospitals on an advance or other contractual basis for the purpose of pay increases from 1.1.2024 in accordance with the amounts laid down in the draft decree.
Providers and patients need not be concerned about the lack of funding to provide healthcare.
Total directs to public health insurance of 7.97 billion Euro, which is about 900 million. EUR more than was spent in 2023. €7.667 billion will be spent on healthcare provision in 2024.
If the expenditure revision savings are realised (about 100 million) In order to establish a new list of health performances, health insurance companies can channel the savings into specialised healthcare.

The draft Decree of the Ministry of Health of the Slovak Republic establishing a minimum total amount of the total amount of healthcare expenditure in the budget for individual health insurance companies for the year 2024 will go into a reduced inter-ministerial commentary procedure (7 working days). The comments sent from this procedure will then be evaluated and discussions with representatives of healthcare providers will take place. Once the comments are incorporated, the material will go to the Permanent Working Commission of the Legislative Council of the Government of the Slovak Republic for Financial Law Approval. The Decree will be effective by declaring it in the Code of Laws, which should be in early March 2024.
