The government has approved rules for more effective use of health benefits. Long-awaited legislation changes the current setting so that the beneficiary is the patient in the first place. The amendment affects several sensitive areas. From the setting of rules for insurance, to speculative circumvention of payment of contributions, to insurance management.
Last year, insured persons paid 5.6 billion euros by means of health contributions. Of which more than 4.3 billion economically active insured persons. Health levies are therefore a key source of stable and sustainable financing for healthcare. It is all the more important to set clear and transparent rules for their use in order to benefit as far as possible from the contributions of the insured person, said Vladimir Lengvarsky, Minister of Health.
The government approved the proposal deals with distortions in the current arrangements for the use of levies. One necessary step is to prevent speculative circumvention of the levy. There has been abuse of the system in practice so far, where minimum-time contracts have been concluded with the sole aim of avoiding the payment of levies while ensuring comprehensive healthcare. In the system, not only hospitals, ambulances and other health care providers, but also other payment service providers, were paying for black passengers.
–We are therefore introducing minimum premiums. Height depends on the living minimum. This is a compromise solution which, on the one hand, reduces the scope for speculative employment and, on the other hand, does not unnecessarily burden people who produce and do not have any incentive to abuse the system. The amendment also pays attention to insurance fraud. Every year, the Health Care Supervisory Authority deals with thousands of cases where a change occurs without the knowledge of the insured person or based on unfair business methods. The resort amendment minimises the scope for fraudulent insurance and introduces greater transparency in the process of changing insurance companies. It will not be possible to change the health insurance company on the street or railway station, but directly at the insurance company's workplace, or by post or electronics, but with a certified signature or a copy of the ID card attached.

The amendment also affects the management of insurance companies which handle compulsory health contributions. It sets out the rules under which an insurance undertaking can credit its profits. The State will take into account, for example, the contractual nature of healthcare providers and the fulfilment of insurance obligations towards their clients.
