The Ministry of Health of the Slovak Republic in connection with the draft law amending the Act No. 139/1998 Coll. on Narcotic Drugs, Psychotropic Substances and Preparations as amended, which is currently in the legislative process (LP/2026/382), publishes for commenting the proportionality test for a regulated profession, namely, a person with professional competence to perform the activities of an expert on the treatment of narcotic drugs and psychotropic substances.

The deadline for submitting comments shall be 28 August 2026.

The proportionality test shall be published pursuant to Act No 391/20 Coll. on the proportionality test for the regulation of professions, which transposes Directive (EU) 2018/958 of the European Parliament and of the Council of 28 June 2018 on the proportionality test.

The proportionality test is intended to assess the regulation of professions when introducing new or amended existing provisions not only in the legislation.

Natural or legal persons concerned by the proposed regulation may submit comments on its proportionality to the address Jana.filova@health.gov.sk.

The result of the consultation will be published on the website of the Ministry of Health of the Slovak Republic.
