Government Resolution 762/2022 approved the material entitled: "Proposal for the approval of funds intended to stabilise healthcare workers in the framework of institutional health care and emergency medical services ambulances through stabilisation allowance'.

On 7 December 2022 The Ministry of Finance of the Slovak Republic has made funds available to the Ministry of Health of the Slovak Republic in the total amount of 200 000 000 Euro for the implementation of the stabilisation of health workers. On the basis of an approved government resolution, the health sector has begun to take steps to fulfil the tasks arising from the resolution.

In the period from 2 December 2022 to 9 December 2022 through an extraordinary collection provided by the National Health Information Centre, the Ministry obtained data on potential recipients of the stabilisation contribution. At the same time, the resort has prepared legislation to ensure the exemption from health and social security contributions. This modification is directly dependent on the approval of the National Council of the Slovak Republic and subsequently on the signature of the President of the Slovak Republic. I believe that the members of the National Council of the Slovak Republic will support the legislation and healthcare workers will receive more money thanks to the exemption from the levy than if this is not approved. This draft legislation is for the benefit of healthcare professionals who deserve such incentives, said Minister of Health V. Lengvarský.

At the same time, the resort has also prepared a proposal for the agreement to grant a stabilisation contribution, which has undergone a number of changes, also taking into account the facts that emerged in the preparation of this material. The draft Agreement takes into account the amount of the stabilisation allowance allocated to an amount of EUR 5 000, which, as a result of the current legislation, is defined as the total price of work (gross wage with employer's contributions). The aim of health and finance resorts, despite the difficult situation, is to provide health care professionals with funding in 2022 and therefore an advance of €2 500 will be paid by 31 December 2022, which will be credited to the employee's account and can be fully available to him.

The balance from the total amount of the stabilisation contribution for payment will depend on the adoption or non-adoption of the proposed legislation. In the event of a legislative amendment, the total amount of EUR 5 000 will be deducted from the tax advance only and the remaining amount will be paid in salary for December 2022 in January (2023) payment period (estimated at around EUR 1 500). In the second scenario, if the legislation does not pass, out of the total amount of EUR 5 000, the advance on tax, employee and employer contributions will be deducted and the remaining amount will be paid in January 2023 (estimated at around EUR 150).

I would like to thank all healthcare professionals for their patience in relation to the payment of the stabilisation allowance, which has already been announced in November. I believe that we will at least partially express our thanks for your high work commitment and patience, concluded by the Minister of Health.
