The MEPs gave green legislation from the Ministry of Health this evening. Amendment to Law No 578/2004 The Z. z. brings some practical news to the system, after which the system called for many years. The legislation adopted, for example, will allow easier access of doctors primarily from third countries to patient care in Slovakia, simplifies administrative processes, whether it gives the municipalities a direct opportunity to work with graduates of the programme of resident study in the regions. We bring a summary of complex news.
TERMINATING THE OPPORTUNITY OF TEMPORARY PROFESSIONAL STATUS
The Ministry of Health has extended the possibility of carrying out a temporary internship in hospitals to the post-crisis situation caused by the COVID-19 pandemic. If a foreign health professional who does not yet have all the official requests resolved to work officially as a doctor in Slovakia and works in a hospital under the supervision of a home doctor, based on the Institute of Temporary Traineeship, he will be able to work in the same hospital even after the end of the crisis situation caused by COVID-19. The worker takes care of patients, but under the supervision of a doctor in the hospital department, which helps us to increase the capacity of the staff. In the event that a temporary traineeship has been started during a crisis situation due to a COVID-19 disease, the worker may do so for a maximum period of up to 180 days from the date of the end of the emergency situation. explained the Minister of Health Vladimír Lengvarský.
If a worker starts a temporary professional traineeship after the end of a crisis situation, he or she may work in a hospital department under the supervision of a doctor for a maximum period of 18 months.
WE SIMPLIFIED ADMINISTRATIVE PROCESSES:
- The legislation adopted by the Ministry of Health shortens the deadlines for the recognition of evidence of further training of healthcare professionals issued by educational institutions or other qualified bodies under the legislation of the Member States of the European Union or third States.
Time limits for recognition of specialist documents are reduced. In the case of specializations automatically recognised in EU Member States, the deadline is reduced from three months to one month and for other specialisations from three months to two months. This is about fulfilling one of the tasks of component 10 of the Recovery and Resilience Plan of the Slovak Republic. This step will significantly facilitate the entry of doctors, nurses and other healthcare professionals from abroad, including so-called third countries, and said prof. PhDr. Mgr. Monika Jankechová, PhD., Director General Section for Education and Human Resources Management in Health MZ SR. The conditions for recognition of specialist evidence are also simplified. It reduces the administrative burden on applicants by abolishing the conditions to submit certified photocopies of educational documents - only photocopies of documents will suffice, and the head of the health department Vladimír Lengvarský described.
- The abolition of the conditions for obtaining a certificate of preparation for health work, which currently lasts 6 months, simplifies and accelerates the approach of psychologists, speech teachers, medical educators, physicists and laboratory diagnostics to the exercise of the health profession.
The above requirement caused complications with the admission of these healthcare professionals to health institutions, which slowed down the process of obtaining the necessary specializations, and justifies Prof. Monika Jankechová. The adopted legislation of the MZ SR streamlines the process of including health professionals in specialist studies, thereby speeding up the training and complementing the necessary specialists in the healthcare system.
- A period is set for the educational establishment for the inclusion of a healthcare professional in further training and a period for the employer to submit an application to the educational establishment for inclusion in the specialisation study and certification training. It also provides for a period for self-governing regions to apply for the inclusion of a healthcare professional in specialisation studies and certification training. The documents to be included in the application for inclusion of a healthcare professional in a specialisation study or certification training are further defined. To date, the setting of time limits in the legislation and the definition of those documents have been lacking, which has caused a patchwork of the educational establishments, employers and self-governing regions to be classified. The proposed modification will unify and streamline the system for the inclusion of healthcare professionals in further education, " explained Minister Vladimir Lengvarský.
- The inclusion of a healthcare professional in further training will be possible 365 days a year. The dates of 1 February and 1 October for the inclusion of a healthcare professional in a specialisation study other than a resident study shall be deleted.
- Applications for accreditation of a specialisation study programme will be able to be re-submitted throughout the year, as will the deadline for issuing an accreditation certificate. – The requirement for the application for accreditation of the specialized study programme is deleted by 31 January of the relevant calendar year in which the relevant specialization study programme is to start and the time limit for the issue of the certificate is reduced from five months to three months, and the Director General of the Section for Education and Human Resources Management in the Health Ministry of the Slovak Republic, Prof. Monika Jankechová, explains.
- The competent self-governing regions will be provided with data on graduates of resident studies in connection with the possibility of direct contacting graduates and possibly offering work in the respective self-governing region.
The obligation for educational establishments to send the list of graduates of the resident study with the contact details of the healthcare professional to the municipalities is added. The transmission of the above data is necessary for information purposes of the self-governing regions in connection with the possibility of contacting graduates and possibly offering work in the respective self-governing region," said the head of the health department V. Lengvarský. • At the same time, the legislation adopted changes the name of the health profession "health assistant" to the name of the health profession "practical nurse " assistant."
