The National Council today approved rules for making the use of health levies more effective. Since the new year, the patient's position in health care has been strengthened, the scope for abuse of the system is minimised and clear rules are laid down for the management of health insurance companies. MEPs abolished the levy on the stabilisation contribution and increased payments for State policyholders through amendments. The Parliament supported one of the key steps to ensure stable and sustainable funding for Slovak health. Only last year, economically active insured persons paid EUR 4.3 billion in health benefits. A total of 5.6 billion euros were spent. It is essential that these funds remain in the health system and benefit exclusively from the patient," said Vladimir Lengvarsky, Minister for Health.
Since the new year, predictable rules for the management of health insurance companies are laid down. The amendment also removes distortions that have resulted from past practice and drained funding from health care. In particular, they are the black passengers of the insurance system, who have so far been able to avoid paying an adequate level of levy through so-called speculative commitments. They could only pay a few euros a month, significantly less than voluntary unemployed or, for example, businessmen.
Therefore, the new legislation introduces a minimum premium institute. The minimum premium will depend on the minimum life. This will reduce the scope for abuse. At the same time, the minimum levy will not affect people with lower incomes. Pensioners, parents on parental leave, students and other insured persons in the State will not be affected by the minimum.
At the same time, the amendment minimises the scope for insurance fraud, which is brought to the attention of thousands of insured persons each year. After a new one, it will not be possible to enter into an unplanned contract with a health insurance company at bus stations or on the street. Insurance can continue to be carried out in person, by post or by electronic means.
The legislative adjustment avoided the levy burden on the stabilisation contribution of EUR 5 000 for healthcare professionals. In 2024 and 2025, the payment of health insurance for insured persons will increase to 4.5% of the average monthly salary two years ago. The approved amendment also allows doctors who are already studying in this way to continue their education through a residenceal study.
