pursuant to Article 25 of Law No 343/2015 Coll. on Public Procurement and on Change; and Supplementation of certain laws as amended

3. Purpose of preparatory market consultations

The purpose of the preparatory market consultation is to reach economic operators, dealing with the provision of medical equipment to inform the market about the upcoming contract and get feedback from potential candidates; establish the estimated value of the contract in the forthcoming public procurement; and objective parameters and requirements for the subject-matter of the contract by the contracting authority specify in the description of the subject-matter of the contract, in order to respect the principles of the public Procurement referred to in Act No 343/2015 Coll. on Public Procurement and on Change and amendments to certain laws as amended (hereinafter referred to as "the Law on public procurement.
Participation in preparatory market consultations shall be voluntary. Economic operators, which will take part in the preparatory market consultations may subsequently take place the procedure to be prepared for the award of the contract and to submit a tender.

4. Proposal to describe the subject-matter of the contract (minimum initial requirements for public procurement) contracting entity)

Brief description of the subject-matter of the contract
The subject of the contract is complete equipment of the electrophysiological hall robotic magnetic navigational system with accessories, including 3D electroanatomic mapping system, electrophysiological recording system, external a stimulator, a radio frequency generator and a flush pump.

1. The aim is to build 3 electrophysiological halls with robotic magnetic navigation system defined above for 3 cardiac and vascular disease institutes in Slovakia and enable interoperability between different electrophysiological Halls (such as robotic magnetic navigation system in one institution) could be controlled by an operator from another institution). List of cardiac and vascular disease is as follows:
 o National Institute of Heart and Vascular Diseases (NÚSCH) in Bratislava
  o Central Slovak Institute of Heart and Vascular Diseases (SÚSCCH) in Banská Bystrica
 o Eastern Slovak Institute of Heart and Vascular Diseases (VÚSCH) in Košice

Consequently, in relation to the above-mentioned subject-matter of the contract, provide related building arrangements in the above institutions. In preparatory market consultations carried out are economic operators authorized to provide information or experience on such constructions adjustments, if available. Detailed description of the subject matter of the contract:

The preliminary description of the subject-matter of the contract which is the subject of these consultations shall constitute Annex 2 to this Communication.

5. Requirements for operators wishing to participate preparatory market consultations

(a) production of a document giving rise to an economic entitlement the entity to provide the subject of the contract (e.g. photocopy of the commercial extract register - sufficient copy www.orsr.sk or any equivalent database, photocopy of the trade register)

6. Costs associated with market consultations

All costs and expenses associated with participation in preparatory market consultations be borne by the economic operator without any financial entitlement to the public contracting authority (e.g. fare etc.).

7. The preparatory market consultation process

(a) the economic operator confirms its interest in participating in the preparatory market consultation by electronic means to the e-mail address lukas.palay@health.gov.sk at the latest to 22.10.2021. It shall confirm interest by sending a completed form to: preparatory market consultations on the subject-matter of the contract; cardiology--- (hereinafter referred to as "the form') -- see Annex 1 to this Communication,

(b) after the expiry of the period referred to in point (b) of this point. (a) the contracting authority in depending on the interest of economic operators in the preparatory market communicate the consultations to all economic operators who submitted the form the specific date, time and place of the preparatory market consultation; and to the e-mail address provided in the form sent (indicatively in time from 25.10.2021 to 29.10.2021, at the premises of the contracting authority at Limbová 2, 837 52 Bratislava). The contracting authority reserves the right to choose a specific deadline for the launch of the preparatory market consultation; take into account the timing of economic operators,

c) preparatory market consultations will take place with the participation of public representatives the contracting entity and the representative/representative of the economic operator (i.e. separately with each economic operator),

(d) before the presentation itself, the economic operator shall be informed of the legal arrangements for preparatory market consultations and possible consequences resulting from the participation of the economic operator in the preparatory market consultations (art. 25 and § 40 (7) of the public procurement act),

(e) the economic operator has an opportunity to comment in the course of his presentation of the proposal the objectivity of the proposed description of the subject-matter of the contract (point no. 4), possibly to add other appropriate objective requirements which, however, may not have discriminatory nature,

f) indicative list of issues that may be the subject of preparatory market consultations is contained in annex 3 to this communication.

(g) in order to ensure appropriate measures to ensure that the participation of the economic operator does not distort competition, may be the whole course of preparatory market consultation sound recording.
