The Ministry of Health of the Slovak Republic reports that the draft law on psychological and psychotherapeutic activities will not be included in the current June meeting of the National Council of the Slovak Republic. Minister for Health Kamil Shaško, after consulting the chairman of the Committee on Health of the NR of the Slovak Republic, transfers the draft law to the September Parliament meeting.
TEnto law is to be a fundamental pillar for the development of psychological services in Slovakia. For this reason, it is our duty to prepare it so that it is both professionally quality and legally flawless. We have found a common understanding with the members of the Health Committee that well-prepared legislation is more important than time pressure. said Kamil Šaško, Minister for Health.
The decision was taken by the Minister on the basis of a constructive technical dialogue and in the interest of legal precision of the proposal. The present draft law addresses the complex and sensitive field of psychological and psychotherapeutic activities, which requires that the legislative framework be set up clearly, sustainably and in accordance with the international obligations of the Slovak Republic.
In particular, it is necessary to finalise and clarify:
- provisions concerning the recognition of professional qualifications under European Union law
- rules for training in regulated professions to be fully aligned with the relevant European directives
- and the legal status of the profession of psychologist in the context of free movement of labour within the EU.
The postponement of the discussion will enable technical consultations to continue with the professional organisations concerned, academics and other departments, as well as the finalization of inter-institutional and inter-ministerial comments concerning the practical application of the law. The change will not affect the milestone of the Slovakian Recovery and Resilience Plan as the related processes are prepared and institutionalised by law.
At the same time, the Ministry of Health reaffirms its commitment to promoting mental health not only in reform but also in legislative terms, in line with best professional standards, international rules and constitutional principles of access to healthcare.
