The Steering Committee on reimbursement mechanisms and price regulation for institutional healthcare approved group basic rates for each group of hospitals for 2026.

With today's vote of the DRG Committee, we are moving significantly towards the implementation of the Memorandum on the establishment of justice in the financing of institutional healthcare, underlined the Minister of Health Kamil Šaško. In accordance with Decree MZ SR 62/2025 Coll., since 2026 hospitals are financed by the compulsory compensation mechanism SK-DRG of 30% of the volume of production of hospitals.

Basic rates for individual groups of hospitals are proposed and approved by the Steering Committee on reimbursement mechanisms and price regulation for institutional healthcare. It is a key advisory body of the Ministry of Health of the Slovak Republic (MZ SR), which has a major influence on the financing and management of Slovak hospitals. Its collective nature is a tool to ensure fair transparent and economically justified reimbursement for healthcare provided in hospitals.

On the basis of the recommendation of the Management Committee, MZ SR set group basic rates in order to support the segment of institutional health care mainly by increasing production and eliminating waiting times as much as possible.

The basic rate thus calculated is close to the effective basic rate by the Health Care Supervisory Authority, while the basic rate for 2026 fully reflects the objective, meaning and meaning of the Memorandum of Justice in the financing of institutional health care between the Ministry of Health of the Slovak Republic, the Association of Hospitals of Slovakia, the Association of State Hospitals of the Slovak Republic, the General Health Insurance Agency, the Trusted Health Insurance Agency and the Union Health Insurance Agency from 2025.

Group basic rates are subject to approval by the Steering Committee, of which the members are: 2 representatives of MZ SR, 1 representative of the Ministry of Finance of the Slovak Republic (MF SR), 3 representatives of the association representing the providers (1 for the Association of State Hospitals + 1 for the Association of Hospitals of Slovakia 1 for the providers of overnight healthcare) 3 representatives of health insurance companies - each insurance company is represented by one member, 1 member is proposed by the Health Care Supervisory Authority, 1 nominated Slovak Medical Chamber, 1 nominated non-profit patient organisation and 1 representative of the Medical Trade Union Association.

The Health Care Supervisory Authority, all three health insurance companies, all representatives of healthcare providers, the Slovak Medical Chamber and patient representatives voted for the current proposal. One member abstained (MF SR) and the Medical Trade Union voted against.

Approval is a repeat process in which different alternatives to methodologies and models arise and disappear, mainly due to the expected development of the system and the availability of resources.

The key fact is that this proposal stimulates institutional healthcare providers to increase the share of healthcare provided financed by performance payments and, conversely, reduce the share of lump sums in total healthcare payments.
