Electronisation in the health sector continues, paper PN will soon be in the past. If your doctor finds you unfit for work after a visit to an ambulance, he or she is obliged to issue an electronic certificate from 1 June 2023. In this way, the patient does not need to circulate the authorities, the administrative burden will be dealt with by the competent institutions. The Ministry of Health of the Slovak Republic, in cooperation with the Social Insurance Office and the National Health Information Centre, continues to register an increasing number of general practitioners, gynecologists and medical doctors who participate in the electronic PN system. In addition, from 1 January 2024, specialists will be added to the system.
The dual period of paper and electronic proofs of temporary incapacity for work ends on 31 May 2023. Over 98 percent of doctors are technically ready to issue ePN. Under Paragraph 80 (1) (a). (i) Act No. 578/2004 Coll. on health care providers, health professionals, health-care professional organisations, health care professionals must use an electronic health professional's card and technical equipment for authentication in the national health information system and in the health insurance information system.
It should be stressed that electronic TN is an important step in the electronisation of services and cutting red tape. It makes life significantly easier for citizens, doctors and employers. The citizen no longer has any duties with her, the entire process will be carried out by the authorities for him. The doctor sends information about his incapacity for work electronically to the NCZI, from which the necessary data will be sent to the Social Insurance Agency, which will then make it available to the citizen and the employer. The electronic PN is actively used by over 2,500 doctors compared to not 600 doctors who exhibited ePN in June last year.
The most doctors exhibit electronic PN in the Žilina region and at least in the Trnava region, in proportion to the population most exhibit ePN in the Žilina region and at least in the Prešov region.
The health minister Michal Palkovič also emphasises the benefit for patients and doctors.Since the beginning of this e-service, doctors have issued more than 360 000 electronic PNs. These numbers show that the service works and is used by doctors, said Michal Palkovič.
In border cases, outpatients and medical doctors may issue a paper certificate of sick leave. The social security scheme will accept, on a transitional basis, the forms drawn up. This is based on the provisions of Act No 461/2003 Coll. on Social Insurance, which, even in the version in force from 1 June 2023, continue to foresee the existence of a paper form on sick leave outside the ePN regime (§ 154 (3) (a). a), § 231 (1) (e) § 233 (2) (e). (d)).
