The Ministry of Health of the Slovak Republic received an optimised analysis of the network of emergency health services from the University of Žilina. Document: The implementation of the safety services network had to be redesigned, as the original version did not sufficiently reflect the requirements that are also needed in the context of the implementation of the milestone of the Recovery and Resilience Plan of the Slovak Republic.
On 26 September 2023, the Commission met at the Ministry of Health for urgent health care. Following the discussion of the material of the network of emergency health services, prepared by the University of Žilina, several comments were made on the document. The Commission therefore proposed an update of the analysis on the basis of the amended data submitted by the Commission of the SR MZ for urgent health care to the Minister of Health of the Slovak Republic with proposals for modification.
At the request of the Ministry of Health subsequently The Slovak Health Service Operational Centre asked Žilina University to prepare an update of the analysis with the delivery date 17 November 2023. The study report included availability for 90% of the population within 15 minutes, taking into account the optimisation of the hospital network.
Also The Slovak Health Service Operational Centre submitted to the University of Žilina a list of fixed emergency health service stations (in total 66 locations) which are financed from the Recovery and Resilience Plan of the Slovak Republic. Based on this basis, the University of Žilina fixed 105 ambulances of emergency health service (which are included in the 66 locations mentioned above), which will be fixed, and 216 station settlements according to the mathematical model have been effectively distributed within the Slovak Republic.
Based on the results of the analysis, the Ministry prepared the measure MZ SR:Chronological Register of measures - SLOV-LEXwhich determines the location of the stations and types of emergency medical services ambulances. Since it is model, which is currently linked to the current network, it is also important to note that the network does not need to be the final network for the launch of tenders in mid- 2025. Optimisation of the hospital network can also change the need to distribute station settlements and types of ambulances.

This measure does not affect the current network of station settlements. Likewise, for currently issued emergency medical ambulance permits, nothing shall change until the end of the period until which the licence is issued for the operation of the emergency medical service ambulance. This means that nothing changes for both providers and patients.
