Following instructions from the Minister of Health of the Slovak Republic Michal Palkovič, the Supervisory Board of the General Health Insurance Company has delivered the first proposals on health measures aimed at economic stabilisation of the health insurance company. This will serve the sole shareholder's decision ordering specific tasks to the insurance undertaking.
Individual measures ordered by the Ministry will be consulted with the Service of Value for Money of MF SR and the Office for Health Care Supervision before their implementation. They will then be presented to the Supervisory Board of the VZP and Insurance Management. The basic criterion is in no way to jeopardise the availability of healthcare for patients.
The Board of Supervisors has prepared the documents and proposed steps for the introduction of recovery measures following the instruction of the Minister of Health of the Slovak Republic Michal Palkovič. Final proposal The Supervisory Board of the PES approved at this week's meeting. However, the analytical part of the document from the Supervisory Board of the VSE shows, among other things, that there are reserves in management, especially in the case of PIEs (joint investigation and treatment components). The Ministry will therefore require an in-depth contractual audit to identify all reserves and volumes already contracted, but also, for example, ex ante control of contracts. The next recovery will be measures with an impact on the internal functioning of the insurance company. At the same time, the circumstances, input data and supporting documents at the Ministry on the basis of which the budget of the insurance company was prepared will be checked.
The concrete steps will be presented only after they have been discussed with the SEZP and the SEZS, and once they have been brought to the knowledge of the management of the insurance undertaking and the supervisory board, the decision will then be given to the sole shareholder to order the management of the insurance undertaking to apply the approved measures immediately in practice. However, it is not excluded that personnel changes will also be part of their implementation.
Finally, it should be stressed that the current situation in which the PES is located is the result of price regulation in the health sector, which must become a key pillar of health reform.
