Minister for Health Kamil By letter not only to the Medical Trade Union Association (LOZ) but also to the director of medical institutions all over Slovakia and the doctor himself, the shasko deduction of the completed points of the memorandum. The deduction of the memorandum shall include details of the stage at which the implementation of the 19 requirements deemed feasible by the LOC by the end of this year is achieved. The Minister of Health states in his letter that 16 requirements for a total of 19 requirements are already in the category of - and presented a clear plan for their implementation in the first quarter of 2025. In fact, these are 18 points, as the 19th point is the wording of the Agreement on the Implementation of the Memorandum, which depends on the agreement on 18 requirements. In the letter, the Minister also requests that the LOC should take a clear position by Monday 16.12.2024, in particular on salaries. At this point, the ball is on the side of the Medical Trade Union. We have indeed done everything we can to ensure that the requirements of the LOC, which were made less than a week ago, are heard and, in a record-breakingly short time, we have succeeded in enforcing many changes in law. At this moment, if the salaries are not at stake, there is no other reason to file statements. says Health Minister Kamil Šaško. The Minister clearly declares that both parties will be able to reach a compromise and an agreement on the basis of the opinion of the LOC by 20.12.2024 at the latest. The venue for official negotiations is then reserved for Tuesday, because it is essential that the agreement be on the table before the next meeting of the Government of the Slovak Republic, which will be 18.12.2024.

Nothing is more important to us than the health and lives of citizens. I firmly believe that everyone sees that we have made every effort and all the steps that trade union representatives have asked of us and will soon come to an agreement. Not to traumatize citizens, patients or doctors themselves, said the head of the health department.Letter from the Minister for Health:Mr President, according to our agreement, on behalf of the Minister, I am sending you the following information and deductions in the mail and annexes:1. Deduction of the Memorandum with detail after individual points. This is also the form we declare, that the points are either met or are in the process of implementation. In addition, they will be closely monitored by the Monitoring Commission2. The various resolutions that will be in the case of a clear declaration by the LOC, submitted for discussion Government of the Slovak Republic on Wednesday, 18.12.2024. The Minister clearly declares that he has a mandate to agree on the following resolutions and decisions (in the case of a declaration): 1. Government decision on practical education during maternity/parental leave (also agreed text by LOZ in Annex)
  1. Modification of the resolution on the monitoring panel (Accepted compromise text on modification of LOC in Annex)
  2. Resolution on the transformation of hospitals - Despite strong reservations (as it is a resolution that goes far beyond the mandate of the LOC), Minister also received a mandate for this change, i.e. supplementing the company and the founding scope of MO SR and MV SR in the case of a clear declaration by the LOC.3. We are also forwarding a working report from the meeting of MZ SR, LOZ and other representatives of the health sector, which, although not yet commented by all participants, gives a clear overview of which points have been and which have not yet been fulfilled. 19 requirements that may be met by the end of the yearIntroductory note to date has not been publicly declared by your party which of these requirements are a condition for withdrawal of statements.

Nevertheless, with regard to the deduction of 19 requests published late last Sunday (8.10.204), in accordance with the entry, we consider 9 points resolved (including amendments adopted this week in NR SR - since you are following the health committee, I believe you are aware of them), these are the following: 1. Amend the law on standardised contracts with the amendment.

  1. Decree of MZ SR on the total amount of healthcare expenditure.
  2. Amendment of the DRG Steering Committee.
  3. DG financing working group.
  4. Disclosure of information on the agenda of the working groups and the DRG Steering Committee.
  5. The obligation of the SFO to publish the data annually.
  6. Obligation of all health insurance companies to publish data.
  7. Replace the final written work with alternatives.
  8. Modify government regulation on the practical part of the education during parental leave.2. At 5 points (e.g. change of the Labour Code) - Minister declares that these are serious areas that go beyond the health sector. Therefore, the Minister insists that these changes should be the subject of a transparent, cross-sectoral and inter-ministerial expert (including public) debate and negotiations and, consequently, of the ordinary legislative process in Q1/2025 (which will be monitored and evaluated by the Monitoring Committee) One. Minimum staff regulations in the annex to the law (including independent procedural/material/personal audit).
  9. Review the length of specialized study of individual fields.
  10. Change the Labour Code.
  11. Continuous operation within healthcare providers.
  12. Criminal liability of hospital directors. The remaining 4 points (or 5, because 1 of the 9 points that are met still has to be formally approved by the government of the are the subject of negotiations with the Government. On 3 of these 5 points, the minister already has a positive mandate at the moment, if this means that a compromise and agreement will be reached. Two points remain:

The first is the question of salaries - that's where the minister asks a clear public statement as to whether or not salaries and, if so, in what form and what you require (it is true that the directors of hospitals are already able to offer or offer a 9.7% increase for one-time doctors, which the minister absolutely supports and for those who have additional income from other commitments (private practice, daydays, etc.) an increase of 6.4%.
The second is the request to cancel the resolution to the national hospital, and this too will be addressed by the minister to the next government, clearly declares that the final decision on the construction will be presented in Q1/2025. However, you need to know your requirements.
We strongly ask you for a clear public position, particularly as regards salaries.
The last point, therefore, remains the agreement itself on the implementation of the memorandum, which is currently under intensive work, but its final wording, of course, depends on the fulfilment and the opinions on points above. That's why the minister at this point insists, 16 of the 18 requirements are or will be met. 19. we do not count the point in this deduction, as it is a formal process that depends on the other 18 points, and on which preparation is already intensively worked in cooperation with your colleagues. We expect your opinion and an official public statement, especially as regards the issue of salaries, no later than Monday before the end of the working day. Then, if it is clear from your opinions that it is possible to reach a compromise and agreement, we offer the opportunity for official negotiations on Tuesday afternoon, with the participation of the Minister of Health, LOD and other representatives of the sector, as it is necessary to achieve everything before the meeting of the Slovak Government on Wednesday, 18.12.2024
Thank you.
