The Health Department in cooperation with o.z. Chance for unwanted and medical facilities has developed a number of legislative materials that regulate the procedure of health professionals in providing institutional health care to newborns postponed in a publicly accessible incubator, professional guidance, procedure for the operation of the Rescue Nest, as well as nursing standards regarding newborns and care for Nest Rescue.
Expert guidance of the Ministry of Health on the procedure for the operation of the public incubator and the provision of institutional health care to newborns postponed in the publicly accessible incubator replaces the professional guidance from 2009 and the most important change is its addition to the procedure for the operation of the publicly accessible incubator and the provision of institutional health care to newborns postponed in the Rescue Nest and nursing standards on newborns postponed in the Rescue Nest as well as the care of Rescue Nest to ensure the functioning and maintenance of the Rescue Nest. Lenka Dunajová Družkovská, State Secretary of the Ministry of Health: In practice, right after the unfortunate death of a newborn, we responded to the call of o.z. Chance for unwanted people to avoid similar tragedies in the future by working together on new legislation. We have had some very inspiring meetings and all our partners have been involved in the whole process to respond as much as possible to the needs of practice.
In the above-mentioned procedure, the most important task was to determine the responsibility of a new head and a senior nurse, while the head of the technical section is responsible for complying with the technical operation procedure. Power to exercise control over compliance The procedure is based on the professional competence and professional classification of the quality manager, the head of the technical section, the Deputy Director for institutional health care and nursing care, as well as the internal auditor. All staff in the selected sites are obliged to familiarise themselves with the document. The document also provides for a thorough check of the Rescue Nest (normal to be performed at least 1x per 24 hours, security at least 1x per month and unnotified 1x per year), as well as a continuous check of the alarm output (live image) at the place where the health care professional or the service performing staff is continuously located (24/7). The exit from the Rescue Nest camera shall be continuously displayed on the monitor in areas where the health care professional or the service performing personnel are constantly present.
I appreciate that MZ SR responded positively and very quickly to the initiative o. z. Chance for the unwanted to unify and specify the rules of safe operation Nest rescue including the definition of control processes. The working group set up by the department to update and extend the guidelines considered very precisely each recommendation, taking into account the organisational and staffing opportunities of hospitals. However, we have come up with really feasible solutions for some hospitals, where safe operation and control work well. I hope that the updated expert guidance, and in particular its annexes, will put into practice all the nesting hospitals. And I believe it will ensure that the tragedy of the Kramárs in Bratislava will never happen again, said Anna Ghannam, President of the o.z. Chance for the Unwanted.
The new legislation of MZ SR will be published in the nearest Bulletin, which will enter into force.
