The introduction of so-called smart domestic quarantine, instead of state quarantine, is intended to allow for an amendment to the Act on the protection, promotion and development of public health and on electronic communications by the Ministry of Health, approved today by the government and decided on by Parliament in the short legislative process.

The Minister pointed out that it was not a question of tracking people, the Regional Hygiene Office would only receive information if the person had moved away from the place of his home quarantine. It is therefore only a more effective control of quarantine compliance. At the same time, the new form of quarantine through mobile application is intended to relieve the capacity of state quarantine facilities. It would also act in a less invasive way on persons arriving in Slovakia from abroad, but it also provided a comparable level of compliance with quarantine measures as in the case of mandatory state quarantine. The application is to be provided free of charge and could reduce budget expenditure. In the event of a crisis, the Public Health Office may decide that persons who are under an obligation to undergo ordered isolation in a healthcare facility or in another designated facility may submit to the ordered isolation in the home environment provided that they have given their written or otherwise credible consent to submit to isolation in the home environment using a mobile application to monitor compliance with the commanded isolation. A person who consents to such a form of quarantine shall, for the duration of the isolation ordered, install and use a mobile application to monitor compliance with the commanded isolation and systemically allow access to mobile application data to monitor compliance with the commanded mobile device location isolation, have to be allowed to receive notifications on the mobile device on which the mobile application is installed to allow the mobile device to have a facial recognition function using a mobile device camera.
