Information for healthcare providers interested in participating in the European Reference Networks for Rare Diseases
In accordance with Article 12 of Directive 2011/24 / EU of the European Parliament and of the Council of 9.3.2011 on the application of patients' rights in cross-border healthcare, a second call for healthcare providers (hereinafter referred to as the provider) to apply for participation in individual European Reference Networks for Rare Diseases (hereinafter referred to as the ERN) has been published; https://ec.europa.eu/health/ern/networks en; https://ec.europa.eu/health/sites/health/files/ ern / docs / call2019 faq en.pdf).

Please note that the above-mentioned website includes, inter alia, three basic documents describing the necessary technical and infrastructure assumptions and the actual process of submitting a request for participation of the provider in the Ern (everything in English):
- "ERN Assessment manual for applicants: description and procedures' - the applicant's instructions:

We also attach a link, under which are mentioned the. i. frequently asked questions interested in entering the Ern.
In order to apply for the involvement of providers in the Ern, it is necessary to issue a certificate from the Ministry of Health (hereinafter referred to as Ministry) that the provider provides healthcare in accordance with the law of the Slovak Republic - "Letter of Endorsement." For this reason, the Ministry sends Annex No. 1 Questionnaire for interested parties to participate in the European Reference Network for rare Disease (hereinafter referred to as "the inquiry') which, in a short version, assesses the applicant's professional and infrastructure readiness). Issued Letter of Endorsement it is subsequently necessary to attach to the application completed by the provider and send the providers electronically to the European Commission at the latest by 30 November 2019.
To be issued Letter of Endorsement by the Ministry, it is necessary that the provider:
- duly completed the questionnaire sent together with the signature and stamp of the statutory representative,
- has provided written (e-mail) communication with the coordinator
ERN that the provider's interest in entering the ERN is informed and thus communication
between the ERN coordinator and the provider (the applicant for network access) already
ongoing.

Documents (a) - (b) to be sent electronically to
Andrej.vyskoc@health.gov.sk Not later than 20.11.2019 and in parallel also in written form to: Mgr. Andrej Vyskop, PhD., MPH, Ministry of Health, section of health, Limbová 2, 837 52, Bratislava 37. After a successful evaluation of the questionnaire reply by MZ SR for rare diseases will be sent to you electronically and subsequently by post Letter of Endorsement.
In this context, the Ministry draws attention to the fact that the second call by the European Commission and its ERN Coordination Group deals primarily with:
- complementing national participation of EU Member States in networks that have not yet been adequately covered by individual countries;
- supplementing existing national participation in individual Erns with under-represented orphan diseases (see "Expansion diseases" on the MZC website).
The Ministry warns the applicant that the above requirements of the existing call will be taken into account as one of the main evaluation criteria by an external audit firm of the European Commission when assessing all applications.
We believe that by working together, we will be able to make the Slovak Republic a full member of the European Reference Networks after several years of efforts, which contribute substantially to improving the quality of the provision of domestic and cross-border healthcare to patients with rare diseases as well as to the training of healthcare professionals in this medical area at the highest professional level.
