Analysis of the condition and basic indicators of specialised outpatient care

For the purpose of defining a new norm for the public minimum network of specialist outpatient care providers (currently Annex 3 to the Government Regulation No 640/2008 Coll. on the Public Minimum Network of Healthcare Providers), the Ministry of Health of the Slovak Republic prepared as a first step analysis of the condition of specialist outpatient care (SAS).

Source data were provided by self-governing regions, health insurance companies and the Health Care Supervisory Authority. Data on providers and personal security of ambulances were analysed on 1.6. 2022. For the other indicators, the reporting period was 2019 as in 2020 and 2021 specialised outpatient care was affected by the COVID-19 pandemic. Of the data provided, 143 TAS expertise was identified, of which 72 were analysed. They were further divided into two groups. Group 1 included 34 of the most important expertise in terms of number of visits and amount of reimbursements (87% of the total SARS reimbursements granted in 2019). The basic indicators of expertise from Group 1 are presented in both graphic and tabular images. The basic characteristics of the expertise of Group 2 (38 expertise) are given only in tabular images.

When analysing the data on the personal security of selected healthcare professionals (category A, doctor, B, dentist, I, other healthcare professional), the applicable legislation on professional competence for the exercise of the health profession in the relevant practice was applied. Therefore, the analysis did not include healthcare professionals whose specialisation (health care professional code) did not comply with the requirements for the staffing of that office.

In the event that the sum of the medical worker's payouts in all the ASAs was higher than 1,00, the time-time was adjusted to 1,00. Only the medical worker's commitments in the SARS were included in the total. If a healthcare professional was also in another type of healthcare (e.g. institutional health care), these commitments were not included in the SAS status analysis.

For the purpose of the analysis, an ambulance, which had a valid and effective contract for the provision and reimbursement of healthcare with at least one health insurance company in the Slovak Republic on 1.6. 2022, was considered a contractual practice.
