Amount of NFP granted: 1 528 062,66 €
Brief description of the project:
The national project aims to create the prerequisites and tools for economic regulation in healthcare and its primary starting point is the reform intention of better regulation, better quality and sustainable health. The health department and its institutions have national coverage and health care providers concerned by health regulation are geographically located throughout Slovakia. Regulation needs to be managed and coordinated centrally at national level and within the health sector to develop and manage a comprehensive cost model. The Ministry of Health of the Slovak Republic currently regulates certain areas of the health sector and is the only institution with competence for economic regulation in the health sector.
The project will result in a single tool supporting analytical, regulatory and decision-making services of MZ SR in more accurate calculations of performance supported by real data, in structured cost analyses and in impact monitoring due to changes in parameters.
Once implemented, the project should contribute to better regulation and slowing down the current growth in health debt due to more accurate control and cost adjustment of health performance. The results of the project can only be met under the conditions of a well-established cost model management methodology, a health performance pricing process and a clearly set governance in healthcare.
The project of analytical tool to support economic regulation of MZ SR will result in the introduction of services for:
- application of data analysis in regulatory impact assessment,
- the management and monitoring of health performance costs based on a uniform methodology and reference cost model;
- Health regulatory impact assessment;
- evaluating the effectiveness and effectiveness of health regulation;
- modelling the impacts of the forthcoming or modified regulation and their subsequent recalculation based on historical data,
- the creation of a comprehensive analytical tool to support the management of a comprehensive cost model and the setting of regulated performance prices.
