Project description:
The main objective of the planned national project is to support health reform processes. In the first part in the field of ensuring efficiency of management, improving performance and productivity and improving quality in the implementation of a wide portfolio of policies by implementing a series of procedural and organisational measures at the level of the Slovak Ministry of Labour, which ensures the performance of activities of the public authority.
In the second part of the IS/IT environment, in the context of the digitisation of the resort services, which not only constitutes support for the exercise of public authority but mainly provides support for a wide portfolio of health services. The ambition of the national project is to develop a sectoral strategy for the digitisation of services focused on the area of methodical coordination of the building of IS/IT security and innovation-oriented solutions within individual institutions and services in the resort.
A key approach will be to standardise both hardware and software solutions taking into account developments in the market for innovative digital services as well as security threats at the same time.
The project consists of one main activity Building tools for providing better quality healthcare, which will be implemented through three sub-activities:
- Implementation of selected optimisation measures within MZ SR with a view to establishing the basis and outputs for the implementation of the organisation-optimisation measures at Ministry level ensuring an effective organisational structure and order of the Ministry as a service office.
- Digitalisation strategy, identification of IT governance gaps, including addressing the pilot exchange of HUB health information for innovation establishing a strategic framework for the implementation of digitisation and computerisation in the resort, in particular through three key elements: the implementation of the Enterprise Architecture Framework; the implementation of the framework for the identification of risks and gaps in public administration IT management; the implementation of the HUB framework for (digital) innovation in health and pilot solutions;
- Implementation of selected energy efficiency optimisation measures. A digital real estate passport will be implemented on selective identified key elements and parameters for about 70 entities under the Ministry's responsibility in a defined structure. Based on this, an initial proposal for optimisation of energy inputs and a methodology for its practical use will be developed on the basis of an operational action plan.
