Dear representatives of hospitals,
has been launched Call for funding large investment projects to support the construction and reconstruction of hospitals in order to improve the quality and efficiency of institutional healthcare.
Through the call from the Recovery and Resilience Plan, the resort wants to support large investment projects above EUR 5 million. We would therefore like to recall with a summary of information that we firmly believe will help in the preparation of requests for funding for the mechanism.
To whom is the challenge addressed?
Hospitals/constitutional healthcare providers whose expected classification in 2026 is at I and II levels will be able to participate in the call.
Is the regional principle taken into account?
For a fair setting of the challenge, the regional principle is taken into account by county. For more information see the call.
Is it necessary first to seek the opinion of the SIA?
In the interests of smooth implementation, the project needs to be assessed by the ZIA before a complete application is made.
What criteria will the ZIA assess?
The time feasibility of the project is assessed. For the assessment, it is necessary to submit an application for an opinion, which contains a detailed timetable, developed for each week. This criterion must be met before the application for the provision of resources to the mechanism.
Where and when to send requests for opinions?
A request for an opinion may be submitted no later than 20 working days before the call is closed. Requests for opinions shall be submitted in writing to:

The number of applications submitted by one applicant is not limited under the invitation. However, one request may concern only one project for the construction or renovation of a building. If you are planning the construction of a new building and at the same time reconstruction of the other one, two applications must be submitted.

What should be included in the hospital development plan?
The plan template is part of an approved methodology, you can also find it in an annex to the call or on the website of the Ministry of Health. This template is to be followed for a smooth assessment.
Where is the hospital development plan to be sent?
The development plan may be submitted no later than 20 working days before the call is closed.
