Implementation of Horizon Europe Framework Programme for Research and Innovation (2021-2027)

PUBLIC (ONLINE) CONSULTATION

The European Commission is preparing, in close cooperation with EU Member States, the implementation of the forthcoming Horizon Europe Framework Programme, the most ambitious EU research and innovation programme (2021-2027), with a proposed budget of EUR 100 billion. As part of this process, the Commission launched a public (online) consultation on 28 June 2019 to help shape European investment in research and innovation in the coming years.

The online consultation will collect input from stakeholders from around the world. The input received will be taken into account in the preparation of the "Strategic Planning' of Horizon Europe. These inputs will be reflected in the guidelines of individual work programmes, calls for proposals, missions and partnerships during the first four years of Horizon Europe (2021-2024).

It is important that as many stakeholders as possible be involved in the consultation process so that the interests and priorities of individual research and innovation bodies from Slovakia are also taken into account in the forthcoming Horizon Europe programme.

A public consultation on the targeted revision of the General Block Exemption Regulation is currently under way. The General Block Exemption Regulation (GBER) allows Member States to implement a wide range of public support measures without prior notification to the Commission in areas such as research, development and innovation, environmental protection or support to SMEs. This reduces the administrative burden on public authorities and accelerates the provision of public support, including from the EU Structural Funds.

In order to ensure that national and EU funds can seamlessly be combined within the forthcoming Multiannual Financial Framework (2021-2027), without distorting competition in the internal market, the Commission, through the current targeted revision of the GBER, seeks to improve the consistency between EU funding rules and state aid rules and to streamline the control of state aid over national funds, including EU co-management funds, in combination with EU programmes managed centrally by the Commission.

Recommendation: Explicitity and outline proposals for measures to allow a wide use of the ESI Funds in the involvement in all types and categories of co-financed schemes and initiatives (e.g. research and innovation partnerships where co-financing by stakeholders is required) including support to valuation holders Seal of Excellence (EIC, MSCA) and (iii) In the case of aid granted under the scheme referred to in Article 107 (1) of the Treaty, the aid must be limited to the minimum necessary. Teaming) in Horizon Europe. Feedback shall be provided in electronic format, preferably in English, French or German.
